The Phoenix Programme

VRN priority:  Prevention (Secondary and Tertiary), Rehabilitation and Diversion, Community

Reach: 14 years old and above across Leicester, Leicestershire and Rutland

What is the Phoenix Programme?

Phoenix is a new evidence-based programme designed to address our local serious violence problem. It seeks to reduce harm by working with those who are linked to networks of criminality such as Urban Street Gangs and Organised Crime Groups.
 

It is delivered by a multi-agency, community-focused team with support from a wide-range of groups and organisations. The team aims to offer tailored and tangible support carefully balanced with deterrence through swift, certain and well-coordinated disruption and enforcement activity if concerns persist. The consequences of continued involvement in violence are clearly communicated with participants from the outset and the team are pro-active, creative and persistent in their approach to engagement.
 

The programme is funded largely through the Youth Endowment Fund (YEF) who are also funding a high-quality impact evaluation.

Who is in scope for the programme?

An individual has to be a member or associate of a group known to be involved in serious violence or associated criminality such as drug supply and been arrested or suspected of serious violence, possession of weapons (including flagged as a habitual knife carrier), or drug trafficking in the past 12 to 24 months.
 

It is not possible to refer directly into the programme. Assessment of suitability is assessed by a multi-agency panel after detailed analytical work. This is to ensure we are offering the intervention to the right individuals.

Whilst our aim is simple, participants will require support and opportunities from a wide range of partners. We are keen to build links with your organisation, team or group if you feel you could support this programme.

The Team comprises of practitioners from the Police, Probation, Youth Justice, Ingeus (community navigators) and Leicestershire Cares.  

Our aim is simple: To make our communities safer for everyone by reducing the occurrence of serious violence and associated crime.
